Relations with International Telecommunications Organizations

Regulation (EC) No 1211/2009 of the European Parliament and of the Council of 25 November 2009 establishing the Body of European Regulators for Electronic Communications (BEREC) and the Office was published in Official Journal of the EU in December 18, 2009. Within the framework of review of EU 2002 Regulatory Framework on electronic communications, BEREC which was established to strengthen the internal market, ensure consistent application in EU and safeguard fair competition, is the continuation of European Regulators Group (ERG). The observer status of ICTA in ERG continues also in BEREC.

It is envisaged that this new structure will play a more active role than that of ERG through close cooperation between national regulatory authorities, and between national regulatory authorities and Commission. BEREC gives advice to European Parliament and Council on its own initiative or upon request. In the context of Article 7 of Framework Directive, Commission takes the opinion of BEREC regarding measures adopted by NRAs. Where BEREC shares the doubts of Commission regarding the measures adopted by NRAs, Member State has to withdraw or amend the measure. In this context, BEREC has an important role in making Commission decisions binding.

ERG brings together regulatory authorities of European countries in electronic communication sector and Commission, and Independent Regulators Group (IRG) have the aim of forming of common understanding, sharing of experiences and giving opportunity to benchmark the regulations on electronic communications sector. ICTA participates in ERG (BEREC, after adoption of Regulation 1211/2009) and IRG studies, and Plenary meetings of said Groups in the highest level.

ICTA also participates in Contact Network (CN) meetings held before IRG and BEREC Plenary meetings, and working group meetings. ICTA also contributes to several questionnaires, information and opinion request delivered by member states and IRG/BEREC Secretariat.
