Bilateral Cooperation

Through bilateral cooperation with the various countries, the ICTA aims to develop its regulatory capacity, to develop mechanisms for sharing experiences and information with countries that are developed in terms of telecommunications regulations, to support and guide the neighbouring countries that have similar historical and cultural values, to strengthen current relations by creating common starting points, to increase recognition of the ICTA and to benefit from international platforms by establishing good relations. In this context, the following developments were made.

Albania

A Memorandum of Understanding was signed by ICTA and AKEP (Electronic and Postal Communications Authority of Albania) in Tirana on 27 July 2007. Within this context, mutual visits were paid. Training programme on number portability was organized for the experts from AKEP in Ankara on 13-14 July 2010.

Azerbaijan

There is an ongoing cooperation with Azerbaijan through the Project for Cooperation in Eurasian Telecommunications Regulations and bilateral relations. In accordance with the related provisions of the Memorandum of Understanding which was concluded within the context of the Project for Cooperation in Eurasian Telecommunications Regulations, various training programmes on regulatory matters were organized for the experts of Azerbaijan in the years 2005, 2006, 2008 and 2010. 

Furthermore, a frequency coordination meeting was held in Istanbul on 23-24 December 2010 with the participation of the Ministry of Communications and Information Technologies of Azerbaijan, ICTA and GSM operators.

Bosnia and Herzegovina

An initiative was launched through the Ministry of Foreign Affairs in order to strengthen the relations with the Balkan countries within the framework of bilateral cooperation activities of ICTA. As a result of this initiative, a delegation of ICTA visited Bosnia and Herzegovina on the dates of 21-23 July 2010 upon the invitation of Communications Regulatory Agency (RAK). The Memorandum of Understanding on the cooperation in the field of electronic communications regulations was signed by the Director General of RAK and Chairman of the ICTA Board in Sarajevo on 22 July 2010.  

Bulgaria

An ICTA delegation visited Bulgaria on 28-30 July 2009 and a Memorandum of Understanding was signed between the Communications Regulation Commission (CRC) of Bulgaria and ICTA in Sofia on 30 July 2009 during this visit. Subsequently, a delegation from CRC headed by the Chairman of CRC visited Turkey between the dates of 15-18 September 2010. After discussions with ICTA authorities, the Bulgarian delegation also participated in a meeting on the interference in the border areas with the high level management of Radio and Television Supreme Council.

Egypt 

During PP-06 which was hosted by Turkey in Antalya, bilateral meeting was organized with the Egyptian officials and in accordance with the agreement between the parties, a Memorandum of Understanding was signed between National Telecommunications Regulatory Authority (NTRA) of Egypt and ICTA on 13 February 2007. Pursuant to the MoU, NTRA and ICT share their knowledge and experience.

Iran

The bilateral cooperation was established with the Communications Regulatory Authority (CRA) of Iran. A memorandum of Understanding was signed on 29 January 2009 between CRA and ICTA during the visit of a CRA delegation to Turkey on 25-30 January 2009. In accordance with the MoU, a working group was established and its first meeting was held in Tehran on 25-27 May 2009.    

Moreover, an ICTA delegation paid a visit to Iran on 4-6 September 2010 with the participation of representatives of the sector. The opportunities for cooperation in both countries were discussed during the visit. 

Kazakhstan

In order to develop bilateral relations, an ICTA delegation visited Kazakhstan on 4-5 May 2009. Subsequently, a delegation composed of Chairman of the Agency of the Republic of Kazakhstan for Informatization and Communication and Chairmen of three Kazakh companies visited ICTA on 18 February 2010.

Kosovo

Within the scope of the initiative of development of cooperation with the Balkan countries, a delegation leaded by the Chairman of the Board of ICTA paid a visit to Kosovo on 28-30 July 2010 upon the invitation of Telecommunications Regulatory Authority (TRA) of Kosovo. After fruitful contacts, the Memorandum of Understanding aiming institutionalization of cooperation between two Authorities was signed by the Chairman of TRA Board and the Chairman of the Board of ICTA in Prishtina on 29 July 2010. 

Upon the invitation of Chamber of Commerce of Kosovo, an ICTA delegation visited Kosovo again on 7-8 September 2010 with the participation of the representatvies of the sector. Opportunities of mutual cooperation between two countries were taken up during the visit. Subsequently, a training programme was organized for the delegation of TRA in Ankara on 21-23 December 2010. 

Kyrgyz Republic

An ICTA delegation headed by the Chairman of the ICTA Board visited Kyrgyz Republic on 22-23 September 2008 in order to establish bilateral cooperation. Subsequently, a training programme was organized for the experts of National Communications Agency of the Kyrgyz Republic in Ankara between the dates of 18-22 January 2010. 

Morocco

The ICTA participated in the Plenary Meeting of Euro-Mediterranean Network of Regulators (EMERG) held in Rabat, Morocco on 12-13 January 2010. During this meeting, a Memorandum of Understanding was signed by the Director General of Agence Nationale de Réglementation des Télécommunications (ANRT) and Chairman of the Board of ICTA in Rabat on 12 January 2010 in order to exchange information, experience and expert between ANRT and ICTA. 

Senegal

An ICTA delegation headed by the Chairman of ICTA Board participated in the Global Symposium for Regulators (GSR) organized by the International Telecommunication Union in Senegal on 10-12 November 2010. Concrete steps towards the establishment of bilateral cooperation between the Regulatory Authority of Posts and Telecommunications (ARTP) of Senegal and ICTA were taken during the visit. The Memorandum of Understanding on the cooperation in the field of electronic communications was signed by the Director General of ARTP and the Chairman of the ICTA Board in Dakar on 11 November 2010.  

Sudan

A high level delegation from the National Telecommunications Corporation (NTC) of Sudan paid a visit to Turkey on 27-29 January 2010. In order to establish bilateral cooperation, a Memorandum of Understanding (MoU) was signed by the Director General of NTC and Chairman of the Board of ICTA in Ankara. In accordance with the MoU, a training programme was organized for 5 experts from NTC in Ankara on 15-17 June 2010. 

Subsequently, an ICTA delegation paid a visit to Sudan on 17-18 January 2011 upon the invitation of NTC. 

Syria

An ICTA delegation headed by the Chairman of the ICTA Board paid a visit to Syria on 7-11 December 2010 with the participation of the sector representatives. Meetings with the Minister and Deputy Minister of Communications and Technology of Syria were held and it was decided that a Syrian delegation will visit Turkey in the month of February of 2011. Opportunities for mutual cooperation in both countries were also discussed during the visit. 

Ukraine

A delegation from ICTA paid a visit to Ukraine on 24 September 2010 within the scope of activities of initiation of bilateral cooperation between the National Commission for Communications Regulation of Ukraine (NCCR) and ICTA. The Memorandum of Understanding aiming at development of cooperation through exchanging information and experience was signed between NCCR and ICTA.
